The Department of Labor and Employment (DOLE) Region 6 allotted P35,329,000 this 2017 for the implementation of the Special Program for the Employment of Students or SPES in Western Visayas, including Negros Occidental.
The SPES is a short-term employment program of the DOLE which provides an opportunity to poor but deserving students to be employed during summer and Christmas vacation or anytime of the year so they can earn income for their education.
DOLE Region 6 Director Henry John S. Jalbuena said that with this amount, Region 6, in partnership with the different local government units and private companies, has targeted to pay the 40 percent salary of around 8,872 beneficiaries.
For Aklan and Antique, the region has allotted P2,826,320 for each province for the placement of a total of 1,420 students and out-of-school youth (OSY) while Capiz has P3,532,900 for the employment of 887 students and OSYs.
For Iloilo, the region has allotted P10,951,990 for the employment of 2,750 while Guimaras has P706,580 for the placement of 177 students and OSYs.
On the other hand, the province of Negros Occidental, whose funding is still lumped with Region 6’s budget, has P14,484,890 for the placement of 3,638 students and OSYs.
Jalbuena disclosed the passage of Republic Act 10917 or the new SPES Law which will guide the implementation of the program this 2017.
He shared some of its highlights which include an increase in the age limit of the beneficiaries from 15-25 years old to 15-30 years old, and an increase on the number of days of employment from 20-52 days to 20-78 days.
He also shared that starting this 2017, the salary of beneficiaries will be paid directly to them through their cash card or existing account, if any, at the Land Bank of the Philippines. He thus encouraged those who qualified to the program to get their cash card from the said bank before they start working to avoid delay in the payment of their salary.
The SPES program is implemented during summer and Christmas vacation by our partner-local government units and private entities, and whole year-round by partner-schools.
