DOLE, partners hold 2nd Regional PESO Congress

The Department of Labor and Employment (DOLE) Region 6, alongside the Regional PESO Federation, is currently holding the 2nd Regional Public Employment Service Office or PESO Congress here in Iloilo City.

A total of 110 participants composed of local chief executives and local officials, PESO Managers and staff, Job Placement Officers, and other DOLE partners from the different provinces in the Region attended the said Congress which will end until May 24, 2017.

DOLE Undersecretary Dominador R. Say graced the opening program and read the message of Secretary Silvestre H. Bello which mentioned about the core mandates of the PESO, Career and Employment Coaching and labor market information.

Say challenged the PESO managers to do their best to widen their reach and strengthen their advocacies so as to capacitate the country’s human resources to be effective and efficient in their fields.

While he recognized their efforts of taking on the challenge down to the grassroots level, he also encouraged them to strive to make their offices accessible to everyone who is in need of the services.

“People coming to our offices need help and it is our duty to assist these people. Thus, we are called to be public servants of an efficient, purposeful, and accountable institution,” he said.

Say also thanked the local chief executives and other local officials for continuously supporting their PESO Managers which contributed to the improved performance of their respective offices.

“I will also take this opportunity to thank the local chief executives for continuously supporting our PESO Managers and their offices. Your leadership has been the pillars of support for the PESO to take effective actions in serving our clientele,” he said.

As part of the program, Say awarded Plaques of Recognition to the top performers in the implementation of the National Skills Registry Programs (NSRP) and Certificates of Recognition to top implementers of the Special Program for the Employment of Students.

This year’s top awardees are the Local Government Units (LGUs) of Iloilo City and Cabatuan for registering the highest number of jobseekers in the Enhanced National Skills Registry System, numbering at 64,162 and 15,844, respectively vis-à-vis their target population.


LGU-Cabatuan Mayor Ronilo O. Caspe and PESO Manager Janet Pedrajas receive the Plaque of Recognition from USec Dominador R. Say (3rd from right) and Regional Director Henry John S. Jalbuena (4th from left) for garnering Rank No. 1 in the number of job seekers registered in the Enhanced National Skills Registry System in the entire Western Visayas. The LGU Cabatuan PESO facilitated the registration of 15,844 jobseekers vis-à-vis the target population of 36,818.

Other awardees are LGUs Concepcion and Tigbauan in Iloilo Province; LGUs Nueva Valencia and  San Lorenzo in Guimaras; LGUs Roxas City, Pontevedra and Ivisan in Capiz; LGUs San Jose de Buenavista, BUgasong and Tobias Fornier in Antique; and, LGUs Malay, Banga and Kalibo in Aklan.

The LGUs of Madalag, Batan and Balete in Aklan; LGU-Tibiao and St. Anthony’s College in Antique; Hercor College and Capiz State University in Capiz; LGU-Jordan in Guimaras; and, Iloilo State College of Fisheries-San Enrique received Certificates of Recognition for implementing the SPES program efficiently and for utilizing 100 per cent the funds allocated for their pledges.

On livelihood program, Mr. Alfredo T. Irarum of Malinao, Aklan and Silagon Multi-Purpose Cooperative of Brgy. Silagon, Ajuy, Iloilo received Plaque of Recognition for being the regional winners in the 2017 Best DOLE-Assisted Livelihood Projects for Individual Category and Group Category, respectively.

Mr. Irarum was a recipient of a pair of hogs and a sack of feeds while Silagon MPC received a check amounting to P874, 371.00 as DOLE counterpart for its Native Chicken Project. The said amount was used to purchase 1,000 heads of hardened native chicks, two units of incubator and generator set.

Say also awarded the officers of the Regional PESO Federation with Plaques of Recognition for helping the DOLE Regional Office realize the conduct of the Congress.
