Workers Displaced by Urduja Assisted by DOLE

Roxas City, Capiz. The Department of Labor and Employment (DOLE) Capiz Field Office under the Emergency Employment Program, “Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers” (TUPAD) released a total of P3,799,437.50 benefiting 775 displaced workers.

These 775 beneficiaries are farmers, sugar planters and sugarcane workers who were displaced due to severe flooding in their residences and working areas.

It should be remembered that Typhoon Urduja heavily damaged several low lying barangays of the Municipalities of Maayon and Pres. Roxas especially their agricultural areas that yield high value crops and sugarcane. In Maayon, these barangays are Piña, Guinbialan, Old Guia, New Guia, Balighot, Quevedo, Bongbongan, Salagan and Quinat-uyan while in Pres. Roxas, the affected barangays are Hanglid, Ibaca and Cubay.

Ms. Ma. Cecilia S. Acebuque, Head of Capiz Field Office said that DOLE proactively reached out to the Sugar Tripartite Council through its Sugar Amelioration Program (SAP) for the project fund. Acebuque also explained that under the TUPAD program, these beneficiaries were engaged in short-term community work to provide them with emergency or temporary wage employment.

Acebuque added that the beneficiaries were hired to perform clearing of farm to market roads and declogging of canals, creeks and riverbanks for 15 days. They were also paid a daily minimum wage of P323.50 and were likewise insured under GSIS.

Through TUPAD, marginalized sugarcane workers were extended immediate relief and employment assistance. It also helped rehabilitate farm to market roads and clear canals and riverbanks to avoid severe flooding due to the onset of the rainy season.
