DOLE to release 3% workers’ share under RA 809

Bacolod City, Negros Occidental – The Department of Labor and Employment Regional Office 6 is set to release the amount of P185,183,505.14 to planters’ associations under the Binalbagan-Isabela Milling Company (BISCOM) Milling District, for the 3% cash bonus workers’ share as provided under Republic Act No. 809 or An Act to Regulate the Relations Among Persons Engaged in the Sugar Industry.

Five (5) planters’ associations such as the Binalbagan-Isabela Planters’ Association (BIPA), Independent Planters of BISCOM (IPOBI), Planters Association of Southern Negros (PASON), Inc., Negros Consolidated Farmers Association (NEG-COFA), and United Farmers Association of Negros South (UNIFARMS), Inc. will be receiving their respective checks for the 3% workers’ share of their planter-members not later than August 21, 2020, said DOLE 6 Director Cyril L. Ticao.

Ticao ordered the immediate release of the said cash bonus in response to the call from various planters’ associations and the need to alleviate the plight of the workers amidst the economic downturn brought about by the COVID-19 pandemic.

“We guarantee that we will fully release BISCOM Milling District’s labor share within next week, now that all associations have submitted their payrolls. The latest submission was last August 11, 2020”, added Ticao. Prior to the release of checks and distribution of the said cash bonus, the DOLE and the planters’ association enters a Trust Receipt Agreement which sets several conditions such as the submission of previous crop year’s proof of distribution and evidence of deposits of unclaimed cash bonuses. The milling season for Crop Year 2018-2019 had ended last April 14, 2019, and the DOLE had already released the sugar quedans under R.A. 809 last August 2019.

“The sharing scheme as provided under RA 809 has long been practiced in the BISCOM Milling District for several years now. Our policies on the same has never changed”, said DOLE-Negros Occidental Field Office Head Mary Agnes Capigon.

The Republic Act No. 809 is an Act that provides a graduated sharing scheme between the sugar mill and planters’ associations in a certain Milling District, in the absence of a written Milling Agreement, with workers getting the bigger share.
